If a ball is not needed, but a lower ride height is desired, could an accessory like the Yakima OnRamp Bike Rack for 2 Electric Bikes - 2inch Hitches - Frame Mount Item # Y36FR be used with the Phantom Hitch?

To lower the ride height for your Yakima OnRamp Bike Rack # Y36FR I recommend using the Stacked Receiver # 325-GH-304. The Gen-Y Phantom Hitch Ball Mount # GY27VR you found should only be used with Gen-Y towing attachments.
