How To Access Components Under a Thomas Payne Recliner That Has No Power to Open the Foot Rest
Question:
My recliner has no power to the cup holder controls. I was going to separate the recliners to get to the parts you mentioned. I can’t get underneath because the foot rest has no power. What is best way to access. Looks like the other one is screwed to the floor. The center console has opposite hold down brackets on each side so it won’t come straight up.

The manufacturer unfortunately did not design a manual release for loss of power. For this reason they recommend not screwing their furniture to the floor, so you'd be able to flip it forward for any repairs. Obviously some times this is out of your control because it was done prior to you owning it. You're going to need to try to access the parts like the Control Box # 195-387596 and the 12V Power Cord # 195-387595 from the back.
There are two tabs that hold the back of the recliner on, you should be able to move them in order to remove the back. This will give you a little but more room to work with.
The Cup Holder # 195-387597 can be removed from the top. There is a notch in the side of the cup holder that you should be able to feel with your hand. Once you find it you will need to use a flathead screwdriver or a butter knife to pop it up. This will reveal 2 screws that you will need to take out before detaching the cup holder wiring from the arm.
