We haver found in the past via customer submitted reviews that the Replacement Straps for Cradles on Thule Bike Racks # TH534 are a goo replacement for your older Rhode Gear bike rack.
I recommend measuring your existing straps if they're still around to make sure these'll be a good fit. These straps measure 8-3/4" long and has a hole diameter of 1/2". If your straps have the same or similar enough measurements you should be fine.
