Does Locking Device Come with Thule Snug Tite Hitch Lock

Is the locking device sold separately for the Thule anti rattle pin THSTL2?

The lock housing and lock cylinder (as well as the matching key) all come with the Thule Snug Tite Hitch Lock and Anti-Rattle Device # THSTL2 so nothing extra is needed. If you need to replace the lock core we can do that by either looking for a replacement that matches your current key number, or by getting a whole lock kit like # TH450200.
