Does RV Propane Regulator Leak Regularly

Is leakage from the vent a common problem with these refrigerators?

Do you mean regulators like the Camco part # CAM59323 that you referenced or something different? If it's a regulator it's not super common for it to leak but it is designed to let it breath during normal operation and also it functions as a pressure relief valve if it were to be over-pressurized. This is why it's important to have it mounted outside.
