The Yakima RocketBox Pro 14, # Y07192, will fit the factory crossbars on your 1998 Subaru Impreza Outback Sportwagen. But to determine if it will cause hatch interference or not you will need to take an important measurement.
First, if the crossbars are adjustable on Impreza move the front bar as far forward as possible. Then measure from the center of it straight back to the seam between the top of the hatch and the roof. If that measurement is 45 inches or more then the box will fit without any hatch interference. According to Yakima the capacity of the roof rack and roof on your Impreza is 100 pounds minus the weight of the cargo box. Consult your vehicle owners manual or Subaru to confirm.
No additional parts are needed to install the cargo box but using a wheel step, # HE4040, will make it easier to mount and load the cargo box.
Anything added to the roof of the vehicle is going to have a negative impact on gas mileage because it adds wind resistance. Over the long term you could calculate it out and it would be noticeable. But in the short term, such as a single trip, you probably would not be able to tell.
