How to Flat Tow a Vehicle and Haul a Bike Rack w/ a Roadmaster Spare Tire Carrier

Is it ok to plug a Roadmaster dual hitch adapter into a Roadmaster spare tire carrier to accommodate using a bike rack and a tow bar at the same time?

No, it is not ok to do that. The Roadmaster Hitch Mounted Spare Tire Carrier item # RM-195225 is built to use an accessory like a bike rack or flat tow a vehicle. It's not rated to do both. Plus the carrier already reduces your hitches tongue weight and towing capacity by 33%. You would overload it very quickly and cause a catastrophic failure.
Your best option is to use a bike rack like the Swagman E-Spec Bike Rack for 2 Electric Bikes item # S94FR that is rated to be used on a flat towed vehicle. This bike rack has a 70 lbs per bike capacity. I have linked a review video below.
