Can the Roadmaster Dual Hitch Receiver Adapter # RM-077-4 Tow 2004 Jeep and Bike Rack With 4 Bikes

We currently have a 2013 Tiffin Class A gas motor home. Our towing capacity for the coach is 5,000 lbs. Our towed vehicle is a 2004 Jeep Grand Cherokee with a gross vehicle weight of roughly 4,000 lbs. Were considering this dual tow reciever, but were concerned weather it will be able to tolerate the towed vehicle, a bike rack and 2-4 bicycles without exceeding our 5,000 lb tow weight restriction?

The Roadmaster Dual Hitch Receiver Adapter # RM-077-4 that you referenced should work fine when used in conjunction with your 2013 Tiffin Class A motorhome along with your bike rack and bikes.
This receiver adapter has a 10,000 lb towing and 400 lb tongue weight capacity and can only be used in a tow bar situation which is spot on with your situation. The 10,000 lbs fully covers your 2004 Jeep Grand Cherokee.
The second half if the 400 lb tongue weight capacity. At this point you just have to verify that the weight of your bike rack and bikes do not exceed the 400 lb capacity limit of the adapter.
This adapter has a 2 inch receiver opening. If you already have a bike rack make sure that it is approved for use on a RV. If you do not have a motor home approved bike rack I recommend the Swagman XP # S64940. This bike rack can hold up to 4 bikes with a weight capacity of 35 lbs per bike and is motor home approved.
If you are planning on carrying womens, childrens, or alternative frame bikes you may be interested in the Swagman Easy-Out Adapter Bar # 64005. With this adapter bar it will carry the bike level and provide the proper ground clearance.
This bike rack comes with one tether strap to be used on the bike closest to your RV. If you would like additional straps it is Swagman # P162.

The combined weight of the Swagman XP and four bikes is approximately 184 lbs which will put you within the guidelines of the 400 lb maximum tow capacity of the receiver adapter.
