Is the Progressive Dynamics mighty mini compatible with my solar panels and will it help use both solar power and shore power to charge/use my equipment in my van?

It sounds like you are looking for a system more like the Go Power Solar Elite Charging System # 34282184. This system does include solar panels along with a solar controller, 2,000 watt inverter and charger that will allow you to charge your on board batteries off of solar and be able to use the power from the batteries to run your 12 volt and 120 volt circuits.
The Progressive Dynamics Mighty Mini AC/DC Panel and Converter/Smart Charger # PD4060K you found only acts as a power center for the incoming shore power and has a converter to charge the batteries as well as run the 12 volt accessories. You would need a separate solar controller for your specific panels as well as an Inverter # 34278156 and Transfer Switch # 34264403 to run the 120 volt accessories off the 12 volt batteries.
