We do have a front mount trailer hitch receiver that fits UNDER the bumper on a 1998 Jeep Wrangler. Take a look at Curt hitch # C31028. I have also linked the instructions to the right showing what it looks like installed. A lot of people look for the exact opposite: they want the receiver higher for ground clearance issues. But if you need it below the bumper then # C31028 is the receiver for you.
