According to the online owner's manual the 2008 Smart Fortwo can only be towed with all wheels on the ground for a maximum distance of 30 miles at a low rate of speed, which means they only recommend doing so in an emergency situation. They do however state that you can dolly tow your vehicle with the front axle raised up on the dolly.

Dolly towing does mean that you'll have a somewhat large piece of equipment to deal with but honestly tends to be cheaper and easier that setting up all of the flat towing equipment you'd need.
