Curt Class V Hitch for 2001 Chevy Silverado 2500 HD 6-1/2' Bed Does Not Line Up with Factory Holes

Order number 113825262 The product arrived quickly and was packaged well. I was so excited to get the new hitch installed I removed the old one and went to install this unit and only two of the bolt holes line up. The one furthest from the rear of the vehicle does not line up with a hole. In fact there are factory rivets in the frame that do not allow the receiver to sit flush against the C channel even if I was to drill out the last holes. Seems like the unit is just to long. Please confirm what the measurements should be between mounting tabs. Any direction is greatly appreciated.

In regards to the Curt Trailer Hitch Receiver part # C15302 which is a fit for a 2001 Chevrolet Silverado 2500 HD - 6-1/2 Foot Bed, there are only two factory weld nuts in the frame which get reused, they are the two closest to the bumper. The other four holes are secured with carriage bolts using pre-existing holes in the frame which you can see from the diagram below.
