The correct wiring harness for the 2007 Toyota Highlander Limited Hybrid like yours is the Upgraded Heavy Duty ModuLite Circuit Protected Vehicle Wiring Harness with Installation Kit # C59496. Without the tow package this is the only option available. It is not plug and play but it does come with quick splices to make installation easier.
