Do All Install Holes of Demco Surge Actuator Need to Be Used

this has 2 holes on 3 inch centers and 1 hole below them . can i just use 2 holes?

You would need to use all of the install hardware holes of the Demco Hydraulic Actuator part # DM62VR for it to be a safe install.
