I'm not entirely sure which Curt 2 bike rack you're referencing but none of them have a ramp for easier loading. The Thule EasyFold XT Bike Rack for 2 Electric Bikes # TH903202 you were looking at is highly recommended if you would like a ramp.
This bike rack fits both a 1-1/4" and 2" hitch. It has a weight capacity of 65 lbs per bike so it is great for e-bikes. This rack can tilt down for cargo access with your bikes loaded and also folds up for storage. Depending on your bike tires you may also need the fat bike straps # TH985101.
