The AirLift Loadlifter Air Bag Kit # AL57295 that you referenced will indeed work along with the factory gooseneck hitch in your 2013 Ram 3500 Dually 4WD. To be certain I confirmed compatibility with my technical contact at AirLift. The installation instructions for this kit are provided for reference.

This AirLift kit will allow manual inflation, either evenly for an overall lift of the truck rear end, or independently to allow for side-to-side leveling. The kit includes the air bags, mounting brackets, hardware, air lines and manual inflation valves (which are typically mounted on the bumper for easy access).

If you wish, you can add a controller/compressor to allow in-cab adjustment of air pressure. Units are available to allow equal inflation/deflation, such as the single path # AL25592, or the dual path # AL25572 that allows each air spring to be controlled individually. The springs can still be inflated manually (and independently) without either controller unit. Installation can be simplified by using an air tubing cutter such as # AL10530 that provides for precise clean cuts.

Air bags must always be inflated to a minimum pressure of 5 psi to prevent damage; the maximum pressure allowed is 100 psi. The instructions indicate (on page 11) how much load can be supported by each range of inflation pressure. Note that this kit will not increase your vehicle weight carrying capacity.
