Lift Assist Hitch Bike Rack for Loading Bike Rack with Bad Shoulders

Question:

My father had a shoulder replacement and is unable to lift his bike onto his current bike rack. Do you make a rack for a Honda Accord that allows someone to attach the bike to the rack while it is on the ground and then lift the rack using a lever or somehow be able to raise it one handed and lock into place? Thanks! I imaging a trailer hitch would need to be installed as well.

We have a hitch bike rack that has a ramp built into it that makes loading and unloading bikes easier since there would be no lifting involved with the Thule EasyFold XT part # TH903202 which would be a great option.
