I took a look at what is offered for your 2009 Chevrolet Silverado 1500, and It does not appear than Reese offers an under-bed installation kit for your Reese Elite Series hitch.
With that being said, since there is no installation kits for your truck, you unfortunately won't be able to use your hitch; However, I do have another possible solution for you.
I know it's not an ideal situation, but since you aren't able to use your hitch I recommend investing in a new setup.
If you're interested, the:

This hitch is made proudly in the United States, offers a 3/4" thick dual jaw to provide 360-degree jaw-to-king-pin contact, and has the same weight capacity as your Elite Series at 18,000lbs.
Also, with this hitch being a sliding hitch, you will gain 12" of travel from the front to the back, as well as 3 different height settings to fit any application you have.
