Is The Roadmaster Crossbar-Style Base Plate Compatible With A Double Tube Bumper On A 1999 Jeep TJ?

Two questions. First, will this work with a 1999 Jeep TJ with a Smitty Built two-tube bumper? Second, how does it connect to a Roadmaster Falcon 2 crossbar? The tabs look flat, what does the Falcon connect to?

Good news is yes, the Roadmaster Crossbar-Style Base Plate Kit # RM-521424-4 that you mention will work with just fine with your double-tube bumper, as well as your 1999 Jeep TJ.
With that being said, in order to use the:
-Roadmaster Falcon All Terrain, Non-Binding Tow Bar # RM-522, you are also going to need to use the:
-Replacement Quick Disconnect Crossbar Assembly for Roadmaster Motorhome Mounted Tow Bars # 910021-00.
Additionally, if you're interested in a complete flat tow setup, you're also going to need:
-A braking system like # HM39524,
-A wiring kit like # RM-152-98146-7,
&
-A set of safety cables like # C80151.
