If the signal fuse is blowing on the 2007 Chrysler Town and Country then that could indicate a short circuit on the trailer. You will want to disconnect the trailer and inspect the trailer wiring starting with the trailer connector. Clean off any dirt and corrosion. Then make sure the main trailer connector ground is attached to a clean and corrosion free bare metal surface.
Then trace the wiring back to the tail lights. Look for any frayed or exposed wires that could be touching the metal trailer frame and fix as needed.
On the vehicle side, check the connections where the wiring harness plugs in and make sure there are no bent or broken pins on the vehicle connectors and on the harness connectors.
I have included a link to an FAQ article that should also be helpful.
