The answer to your question will depend on the weight of your lift and wheelchair. The EcoHitch Hidden Trailer Hitch Receiver - Custom Fit - 2" # 306-X7326 has a tongue weight capacity of 300 lbs. As long as the weight of the wheelchair and lift do not exceed the tongue weight of the hitch or your vehicle then you will not have a problem.
You will need to check your owner's manual to find the tongue weight capacity of your 2017 Kia Soul. If you find that it is over the capacity but close, you may be able to cut some weight and carry it by removing the electric wheelchair battery.
