Unfortunately, there are no cross compatible trailer hitches that fit both a 1994 Ford Explorer and a 2009 Toyota Highlander.
The Draw-Tite Max-E-Loader Trailer Hitch # 75726 will fit a 2009 Toyota Highlander. This is a Class III hitch with a 2 inch receiver opening. If you are planning on towing, I recommend the Tow Ready Wiring Harness # 118449 that you referenced. For a ball mount the Ball Mount Kit # 989900 is a solid choice. This kit includes 2 ball mounts, a 1-7/8 inch ball, a 2 inch ball, pin and clip and storage bag.
