I have a 2016 f150 short bed 5 1/2 can I use a BandW BWRVK3200 hitch with reece rail kit RP56034-53 my trailer has a reece sidewinder pin box

Yes, you can use the B&W Patriot 5th Wheel Trailer Hitch item # BWRVK3200 with the Reese Quick-Install Custom Outboard Installation Kit w/ Base Rails for 5th Wheel Trailer Hitches item # RP56034-53 on your 2016 Ford F-150 5-1/2 Foot bed. I have linked an installation video for the rails.
To use the sidewinder pinbox item # RP77FR with the B&W Patriot you will need the 5th Airborne Custom Wedge for B&W Fifth Wheels item # SWW-06. This custom wedge is designed specifically for B&W hitches. The wedge prevents pivot at the fifth-wheel hitch jaws.
To make towing with a 5th wheel easier I recommend adding the Curt 5th Wheel/Gooseneck Custom Wiring Harness w/ 7-Pole Connector for Aluminum Beds - 10' Long item # C57010 to your 2016 Ford F-150. This harness puts a 7-way connector in the bed of your truck and allows you to keep the one on your bumper. This makes hooking up to your 5th wheel trailer easier and more convenient.
