A hitch like the front-mount hitch you mentioned cannot be modified in order to fit a specific vehicle, but you can add a rear-mounted hitch to carry bikes with your 2003 Toyota 4Runner, the Draw-Tite Trailer Hitch Receiver # 75155.
The # 75155 has a 2" receiver and 600 lb tongue weight capacity which means you can load even very heavy bikes and a bike rack to it without issue.
