The MoPar Wiring Harness, if I understand correctly what you are referring to, the Mopar Flat Tow Wiring Harness 68321424AB, is only available from dealerships and authorized automotive parts locations. I do not believe this to be needed for your 2019 Jeep model and it is not used for supplemental braking while being flat towed but to address electronics and steering column items for safely flat towing. I suggest you review your vehicle specific owner's manual under the section listed as "Recreational Towing" and ensure that your specific Jeep can be flat towed. You will only be able to flat tow your Jeep if it is equipped with the 2-speed transfer case that has neutral.
While yes a surge brake can be used on a tow bar while flat towing, we recommend against it compared to other and better options that are available. My recommendation is to use the Demco Stay-IN-Play DUO Supplemental Braking System w/ Wireless Coachlink Monitor, # DM86VR for a system that is permanent and out of the way.
For other needed items of base plate, tow bar and a wiring solution to have your Jeep's indicator lights match that of the motorhome's, I recommend:
Blue Ox Base Plate Kit, # BX1143
Blue Ox Avail Tow Bar - Motorhome Mount, # BX7420
Roadmaster 4-Diode Universal Wiring Kit for Towed Vehicles, # RM-152-98146-7
