In order to find the correct hub and drum assembly you are going to have to find out what bearings you have and your axle capacity. You will need to remove the hub and drum assembly and look for the part numbers on the bearings. If you are unable to find the part stamped on the bearing, you will need to take some measurements.
I recommend using a digital caliper like the # PTW2993. You are looking for the inner diameter of the bearings of you could also measure the spindle where the bearings ride. If you find that you have a 3,500 lb axle along with a # L68149 inner and # L44649 outer bearing, you can use the Easy Grease Trailer Hub/Drum Assembly for 3.5K Axles - 10" Diameter - 5 on 4-1/2 - Galvanized # AKHD-545-35-G-EZ-K you were looking at.
It sounds like you have 10" x 2-1/4" brake assemblies now, which also indicates a 3,500 lb axle. We do have brake assemblies that will fit your 2004 Genie Lift like the # AKFBBRK-35. Unfortunately, none of them have the parking brake to work with the brake cable you are describing. The only option we have would be electric brakes like the # K23-086-087-00 but that would require converting to electric.
For a hydraulic brake actuator, I recommend the Demco Hydraulic Brake Actuator w/ Electric Lockout # DM62VR for a 2" ball or the Titan Zinc-Plated Brake Actuator w/ Electric Lockout # T4747220 for a 2-5/16" ball. Both options will fit the 3" wide trailer tongue you have and come with an electric lockout.
I have attached some review videos for your reference.
