According to my contact in the Tech Services department at EcoHitch, it is permissible to substitute the 6 nylon spacers included with the # EH39FR hitch for stainless steel washers if you wish, but it isn't necessarily something they recommend doing.
Here's why. The hitch is constructed of powder coated steel which is being bolted to an aluminum car body. The nylon spacers prevent the two from being in direct contact with each other, preventing galvanic corrosion that occurs when two dissimilar metals are bolted together.
The spacers aren't load bearing, so there's really no benefit to replacing them with a metal washer.
If you'll be towing with the hitch, you'll need a few other items. For a trailer wiring harness, use the # 119250KIT harness. For a ball mount, use # 2753 along with # 19260 for a 1-7/8 or # 63845 for a 2 inch trailer ball.
