Can I Carry A Thule Easyfold XT On TOAD

I see conflicting information on your expert answers concerning the ability to use the Thule Easyfold XT on the back of a flat towed vehicle. One expert answered yes and one answered no.

You can install the Yakima OnRamp Bike Rack for 2 Electric Bikes - 2" Hitches - Frame Mount, part # Y36FR, instead. It is rated for use on flat-towed vehicles or travel trailers.
The Thule EasyFold XT Bike Rack for 2 Electric Bikes - 1-1/4" and 2" Hitches - Frame Mount, part # TH903202, cannot be carried on the back of a flat towed vehicle.
