As long as your 2007 Subaru Outback Wagon is not the Sport model, the Draw-Tite # 75560 will work well to carry your Pride Victory Sport Scooter. I have a brief installation video of this hitch on your vehicle.
The Flint Hill Goods 30x50 Carrier # FHG77ZR has a 48 inch ramp and weighs 80-lbs. The combined weight of your scooter, complete with the batteries and the weight of the carrier is under the 400-lb rating that your hitch has. You will need to check your owner's manual to see verify your vehicles tongue weight rating. The ramp does fold up into the carrier basket when not in use. I have also attached a brief video of this ramp.
To secure your scooter to your carrier, check out the Erickson 10 ft Ratchet Tie-Downs # E01418. This comes in a set of 4 and have coated hooks to reduce the chance of scratching.
