To flat tow your 2013 Chevy Silverado you'll need a tow bar, base plate, braking system, tow bar wiring kit, and safety cables. I have the following recommendations for you listed below:

Tow Bar: etrailer XHD Non-Binding Tow Bar for Roadmaster Direct-Connect Base Plate # e84ZR. This tow bar features non-binding latches and telescoping, self-supporting arms for fast, easy hookup or removal on any terrain. This tow bar has a 10.5k weight capacity so you can also load some items in the bed of your truck and includes safety cables so that you won't have to purchase them separately.

This tow bar also features an adjustable head that tilts up or down 3" to keep tow bar parallel with road during towing and the shank has a built-in 1-1/2" rise or drop for additional adjustability. These features will help prevent you from needed to purchase a high/low adapter but if still needed I have attached our help article on determining the correct adapter needed below.

Base Plate: (Assuming you have a 1500) Roadmaster Direct-Connect Base Plate Kit # 3154-3. These direct-connect base plates offer a quick and simple connection point for your tow bar and have removable arms to provide a clean factory look and save your shins whenever you walk in front of your Silverado.

Tow Bar Wiring Kit: Roadmaster Diode 7-Wire to 6-Wire Flexo-Coil Wiring Kit # RM-15267. This diode kit allows you to use your Chevrolet Silverado's tail lights and wiring system while preventing feedback from your RV.

Braking System: Brake Buddy Select 3 Portable Supplemental Braking System # HM39524. This system offers intense, emergency braking or steady, smooth braking in a single portable system. Easily switch between proportional or full braking using the remote from the cab of your motorhome. The included charge line kit will keep your Silverado's battery charged while you tow as well.

Safety Cables: Since the # e84ZR comes with safety cables you will not need to purchase them separately.
