To flat tow your 2013 Chevy Silverado you'll need a tow bar, base plate, braking system, tow bar wiring kit, and safety cables. I have the following recommendations for you listed below:
Tow Bar: etrailer XHD Non-Binding Tow Bar for Roadmaster Direct-Connect Base Plate # e84ZR. This tow bar features non-binding latches and telescoping, self-supporting arms for fast, easy hookup or removal on any terrain. This tow bar has a 10.5k weight capacity so you can also load some items in the bed of your truck and includes safety cables so that you won't have to purchase them separately.
This tow bar also features an adjustable head that tilts up or down 3" to keep tow bar parallel with road during towing and the shank has a built-in 1-1/2" rise or drop for additional adjustability.
