Yes, your 2001 Honda CR-V can be flat towed. To do so you'll need a tow bar, base plate, tow bar wiring kit, braking system, and safety cables. I have the following recommendations for you below:
Tow Bar: etrailer SD Non-Binding Tow Bar for Roadmaster Crossbar-Style Base Plates # e44ZR. This tow bar is compatible with the Roadmaster base plate kit I'll reference below without the need of an adapter. It features non-binding latches and telescoping, self-supporting arms to make connecting/disconnecting on any terrain a breeze. It also has an adjustable head that tilts up or down 3" and the shank has built-in 1-1/2" rise or drop for additional adjustability to help keep the tow bar level. This tow bar will also include safety cables so that you won't have to purchase any separately.
Base Plate: Roadmaster Crossbar-Style Base Plate Kit # 1528-3. These crossbar-style hidden brackets attach to your Honda CR-V's frame to provide attachment points for your tow bar and have removable arms to provide a clean look when not in use.
Tow Bar Wiring Kit: Roadmaster Universal Hy-Power Diode Wiring Kit # RM-154. This diode Kit allows you to use your Honda CR-V's tail lights and wiring system while preventing feedback from your RV.
Braking System: Brake Buddy Classic 3 Portable Supplemental Braking System # HM39494. You'll get reliable braking with this lightweight, portable system. The actuator unit applies the towed car's brakes after receiving signal via internal inertia sensor. It's a fast an easy setup that can be easily stored when not in use and has a 15-Amp charger that charges your towed car's battery while you tow so you never have to worry about arriving at your destination with a dead battery.
Safety Cables: Since the tow bar I recommended comes with safety cables you won't have to purchase any separately.
The tow bar I recommended has adjustable components so that you shouldn't have to purchase a high/low adapter, however in the event that you do still need one to keep the tow bar level between the motorhome and your CR-V I've attached one of our help articles to walk you through finding the correct rise/drop for your application.
