You will not need any type of adapter; your 3 inch tires are 100 percent compatible with the SeaSucker bike rack you referenced:
- SeaSucker Mini Bomber Roof 2 Bike Rack - Fork Mount # 298-BM2006
The strap for the rear wheel vacuum cup of the the Mini Bomber will easily secure that size tire so you can use it to transport your bike. The only other thing I recommend is using a cable lock and anchors to secure the rack to your car, which you can do with the Cable Lock # e98891 and SeaSucker Cable Anchor for Cable Lock - Window Mount # 298-BA0010 or Trunk Mount # 298-BA0020.
