The only hitches available for a 2016 Toyota Prius are Class I rated, with a 1-1/4 inch hitch opening. My recommendation is the Draw-Tite Sportframe, # 24966. This is a bolt-on installation using existing hardware for installation. Please note the linked installation video of this being installed on a 2016 Prius. This has a maximum gross trailer weight of 2,000 lbs. and a tongue weight of 200 lbs.
If you are wanting to carry a bike rack, there is the option of using the Hitch Adapter 1-1/4" to 2" Trailer Hitch Receiver, # HTAD. However, be aware that using this type adapter the rated tongue weight capacity of hitch will be reduced by 50%. And this hitch adapter is designed for use with accessories only such as a bike rack, you should not use for towing.
If do want to do some light towing, you will need a wiring harness, I suggest the Curt T-Connector Vehicle Wiring Harness with 4-Pole Flat Trailer Connector, # C56353. For a ball mount, I suggest the Draw-Tite Drawbar for 1-1/4" Hitch, # 3592 using either the 1-7/8" Hitch Ball, # 19256 or the 2" Hitch Ball, # 19258 depending on your needs. Along with the Pin and Clip for 1-1/4" Hitches, # PC2.
