The owner's manual for a 2021 Chevy Silverado states to "Only dinghy tow four-wheel-drive vehicles with a two-speed transfer case that have an N (Neutral) and a 4 n (Four-Wheel Drive Low) setting" so you will be able to flat tow your 2021 Chevy Silverado High Country 4x4. To flat tow you'll need a tow bar, base plate, tow bar wiring kit, braking system, and safety cables. I have the following recommendations for you below:
Tow Bar: Roadmaster BlackHawk 2 All Terrain, Non-Binding Tow Bar - Motorhome Mount - 2" Hitch - 10K # RM-422. This tow bar features non-binding latches and a large hookup radius to make connecting/disconnecting on any terrain quick and easy.
Base Plate: Roadmaster Direct-Connect Base Plate Kit - Removable Arms # RM98VR. These direct connect attachment points make connecting/disconnecting to your tow bar easy peasy.
Tow Bar Wiring Kit: Roadmaster Diode 7-Wire to 6-Wire Flexo-Coil Wiring Kit # RM-15267. This diode kit allows you to use your Chevrolet Silverado 3500's tail lights and wiring system while preventing feedback from your RV and comes with everything you need.
Since your battery must be disconnected to flat tow your vehicle I recommend installing the Roadmaster Automatic Battery Disconnect with Switch for Towed Vehicle w/ Supplemental Braking System # RM-766 to make this as easy as flipping a switch.
Braking System: If your motorhome has hydraulic brakes then I recommend the Roadmaster BrakeMaster Braking System with BrakeAway for RVs with Hydraulic Brakes - Proportional # RM-9060. This system will require the Roadmaster BrakeMaster Custom Seat Adapter # RM48VR for proper installation and the Roadmaster Universal Stop Light Switch Kit # RM-751000 to signal you when the brakes are being depressed.
If your motorhome has air brakes then I recommend the Roadmaster BrakeMaster System w BrakeAway for RVs w Air or Air Over Hydraulic Brakes - Proportional # RM-9160. This will also require the Roadmaster BrakeMaster Custom Seat Adapter # RM48VR for proper installation and the Roadmaster Universal Stop Light Switch Kit # RM-751000 to signal you when the brakes are being depressed.
Safety Cables: Roadmaster 80" Coiled Safety Cables - Double Hook - 10,000lbs - Qty 2 # RM-653. The coiled design of these cables will help prevent them from dragging on the ground and being damaged.
You may also need a high/low adapter to keep your tow bar level between your truck and motorhome. This will require some measuring so I've attached our help guide article to help walk you through determining the correct rise/drop.
