Having a 16" wheel and tire that measures 26-1/2" is a little odd as, typically, these will be right at or a little over 30" in diameter. 14" wheels, like the # LH84VR which has an ST205/75r14 tire as an example, will measure 26.14" in diameter, so if you only have room for a 21" diameter, this will not be a good option.

For the diameter you are looking for, you will need something like the Kenda 4.80-12 Bias Trailer Tire with 12" White Wheel # AM30660. This will have a diameter of 20.7" and is 4.9" wide when inflated. This also has a 990 pound capacity at 90 psi, a 65 mph speed rating, and the 12" white wheel has a 5 on 4-1/2 bolt pattern.

If you need something with more capacity and have the room for a tire that measures 8.4" wide, the Kenda 205/65-10 Bias Trailer Tire with 10" White Wheel # AM3H480 will be the better option. Though the wheel, which also has a 5 on 4-1/2 bolt patter, is technically smaller, the tire is large and robust. This option will have a 20.4" diameter, is rated up to 1,650 pounds at 90 psi, and has a speed rating of 87 mph.
