My best recommendation for a 4-bike tilting hanging bike rack that will fit a 2-inch hitch is the Thule Camber 4 Bike Rack - 1-1/4" and 2" Hitches - Tilting - Steel # TH9056. Apart from the maximum per-bike capacity of 37.5 pounds, the Camber comes with a tilting feature for better access to your trunk. To protect the rack from theft, I recommend the Thule Snug Tite Hitch Lock # THSTL2. For a locking cable for the bikes, I recommend the etrailer cable lock # e98891.

If you are looking for a way to clear the rack and bikes out of the way while loaded onto the rack, I recommend the Yakima FullSwing 4 Bike Rack - 2" Hitches # Y02465. With the FullSwing, the swinging mechanism allows for you to swing the rack and bikes out of the way of the rear hatch for optimal accessibility. It also includes both a cable lock and hitch lock.

Depending on where a hitch installs on your vehicle and whether you have a spare tire, it is important to consider bumper clearance. The measurement from the center of the shank pinhole to the upright mast of the FullTilt 4 is 14 inches; on the FullSwing, that measurement is 15 inches. If you have a hitch receiver and/or spare tire mounted, I recommend measuring from the center of your hitch's pinhole to either the outside face of the rear bumper or the spare tire to make sure you have enough clearance.

If you need a 2-inch hitch, I would be happy to find a great customized fit for you if you respond to this answer with the year/make/model of your vehicle.
