The weight rating at which a brake controller is required will vary from state to state, but you should definitely be using one with your 2017 Riverside trailer that has a dry weight of 3,500lbs. I recommend that if you operate a trailer has electric brakes you should use a brake controller.
For your 2019 Toyota Tacoma I recommend the Tekonsha Prodigy P3 Trailer Brake Controller # 90195. This controller is proportional so that it will automatically adjust the trailer brake output based on how hard you are braking after you have it initially set up. This saves you from constantly adjusting the controller while you drive. The LCD screen is easy to read as well as customizable.
To attach the Prodigy P3 you will need the Tekonsha Custom Wiring Adapter # 3031-P which will plug into the factory port on your Tacoma and then into the back of the Prodigy P3. The only other wire you need is to attach the additional ground strap to a suitable ground location as the factory wiring for the ground has proven to be temperamental with brake controllers.
