The shank that is included with the Curt TruTrack Weight Distribution System w/ Sway Control - Trunnion - 15,000 lbs GTW, 1,500 lbs TW # C17501 will allow for up to 5-1/2 inches. With you needing 3 inches to be level, this will definitely accommodate your needs. However, this does come with a 2 inch shank. If you have a 2-1/2 inch hitch, there are a few things I recommend doing.
First, you can upgrade the shank to a 2-1/2 inch option. The Curt Weight Distribution Shank for 2-1/2" Hitches # C17131 will allow for 6 inches of rise with the TruTrack # C17501 and will negate the need of a hitch reducer.
Next, I highly recommend the Roadmaster Quiet Hitch # RM-062 for a 2-1/2 inch hitch (with or without a reducer), or the # RM-061 for a 2 inch hitch. These are pretty simple in design, but do a great job of holding everything in place while towing.
