Since the green light is not illuminated outside of testing on your Tekonsha Voyager # 39510, it sounds like the problem is the connection between your vehicle and trailer. The green light indicates that your trailer and tow vehicle are securely connected. I would start by checking the 7-way on your vehicle and trailer. Make sure there is no corrosion present and clean the connection. Often times this is the problem when the brake controller shows that the trailer is not connected.
After checking the 7-way connection, I would make sure that all of the ground connections are secure. This is another common issue that causes problems with brake controllers. The ground wires should be connected to a clean, bare-metal surface. It also wouldn't hurt to double check the connection on the brake controller. If you have the plug-in for your Silverado simply unplug it and plug it back in to make sure it is seated properly.
Beyond that it is possible that you have a short somewhere on the brake signal wire. This could be on the vehicle or the trailer. Check to see if you have any spots that look like they have been pinched or nicked with copper wire showing and cover them with electrical tape. You can also use a circuit tester like the # PTW2992 and work your way back on the wire to try to find a short.
I have attached a helpful article on troubleshooting brake controllers which outlines the steps in detail for your reference. If you are unable to fix the problem please reach out and I can help you troubleshoot further.
