We've got all of the parts you're looking for, and I recommend starting with the Curt Trailer Hitch Receiver - Custom Fit - Class III - 2" # C67JR. This hitch has a concealed cross tube that keeps the vehicle's factory look and helps with ground clearance, plus the 2 inch receiver makes it great for towing and carrying hitch mounted accessories.
For the wiring harness, I recommend using the T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # 118467 because of the reliability of Tekonsha harnesses and converters. This wiring gives you a 4 way wiring harness to power your trailer's lights and the T-One connector makes installation a breeze. To tow a trailer you'll also need a ball mount, hitch ball, hitch pin and clip; you can get a ball mount kit like the # EBMK4 that comes with a ball mount that can be used in a rise or drop orientation, 2 hitch balls (1-7/8" and 2"), a hitch pin, clip and carrying bag. This is a nice solution if you periodically tow different trailers or aren't quite sure how tall the specific trailer you'll be towing is.
When it comes to towing mirrors, there is not a custom fit mirror for the 2021 Outback but you can use a universal mirror like the K-Source Universal Towing Mirrors - Clip On - Convex Mirror - Qty 2 # KS3891-2. The K-Source mirrors have heavy duty rubber ratcheting straps that will provide a secure connection to your factory mirrors and they've got large, convex mirrors that give you a nice extended view of your trailer.
I've linked some review and installation videos of these parts for you to check out.
