Will the removable arms from a blue ox base plate fit into the Roadmaster Direct-Connect Base Plate Kit - Removable Arms Item # RM-521453-5, in place of the roadmaster removable arm. In other words can I use the arms from my blue ox in the holes of the roadmaster

Arms unfortunately not interchangeable between manufacturers, so the arms from your Blue Ox base plates won't fit into the arms of the Roadmaster base plates that fit your 2021 Jeep Gladiator, the Roadmaster Direct-Connect Base Plate Kit - Removable Arms # RM-521453-5.

If you were looking to do that because you had a Blue Ox tow bar, what you can do instead is use an adapter that will allow you to use a Blue Ox motorhome-mounted tow bar with these plates; the correct part for that is the following:
