It is not normal from what I can read in the instructions for your Curt TriFlex Trailer Brake Controller # C24VV to flash just because your 2019 GMC Sierra 1500 ignition is switched off.
To determine if you have a defective controller you will want to take a Test Light # PTW2993 to the red wire of your brake controller to determine if the brake switch on your Sierra is activating. This would cause your controller to flash if the brake switch or wiring to it is faulty.
I do see that this brake controller does have a lot of questions being asked for troubleshooting different errors. If it is defective a more reliable brake controller would be the Tekonsha Prodigy P3 # 90195. This controller does have the added benefit of continuous diagnostics. This will help you to correct errors with your brake controller without needing diagnostic tools. You will need a Tekonsha Plug-In Wiring Adapter # 3064-P to complete the installation on your Sierra.
