Question:
Do you have a flat tow baseplate that mounts to the outside of frame since my Warn winch baseplate is mounted to the inside of the Jeep frame?

We have exactly what you are looking for!
For your 2021 Jeep Wrangler Unlimited with the Factory Steel Bumper and Winch we have the Demco Tabless Base Plate Kit # DM9519339 which is a confirmed fit, and is currently the only option that works with the factory winch.
To complete your flat tow setup you will also need the following components:
Tow bar: Demco Commander II Non-Binding Tow Bar - Victory Series # DM9511012 which includes safety cables so you do not need to purchase them separately.
Tow bar wiring: Roadmaster Diode 7-Wire to 6-Wire Flexo-Coil Wiring Kit # RM-15267
Supplemental braking system: Blue Ox Patriot # BLU37TR with 12v Outlet Kit # RM-9332
Lastly you may also need a high-low adapter to level your tow bar to your tow vehicle so I have included a link to a helpful article that goes over how to measure for the correct adapter, and a link to all of our high-low adapters for you to take a look at.
It is always a good idea to check the recreational towing section of your owner's manual for any flat tow restrictions, and for any special steps required to make your vehicle ready to be flat towed.
I included videos of the products mentioned for you to take a look at.
