Taking your criteria into consideration I would recommend a hitch and hitch mounted bike rack for your 2013 Ford Focus. The reason I am offering the hitch solution is because by having a hitch it gives you options for towing in the future such as a hitch cargo carrier.
If you need a hitch for your vehicle I have the following suggestion: Curt Trailer Hitch for the 2013 Ford Focus, part # C11158 because not only is it easy to install. This is a 1-1/4 inch hitch. I have attached a video to show the ease of installation. Because this is a class I hitch, you will be limited to 2 bikes.
The first one I have chosen is the Swagman Titan, part# S63400 because it will tilt out so you can access your trunk; it folds up for storage; it has a solid review history; and is economical. I have attached a usage video for your review.
The second one that I chose is the platform style Swagman part # S64650. I chose this one because my co-worker has a friend with a new Ford Focus who is an avid bike rider and also has this unit on his vehicle and is completely pleased. I have also attached a usage video for this unit as well for your review.
