The Thule # TH903202 EasyFold XT bike rack won't require an additional hitch lock, as the shank that slides into the hitch on the vehicle features an integral locking knob that serves to tighten up the shank/hitch connection so the rack doesn't move around in the hitch. The cradles that hold the bike frame are also lockable, and all the locks are keyed alike so you won't need multiple keys.
I've linked to a product demonstration video for the EasyFold bike rack, and have provided a photo showing the locking anti-rattle knob.
