The Dexter # 8-173-16UC3 7 Inch Hub you looked at is indeed compatible with both hydraulic and electric 7 inch brake assemblies like the electric # K23-103-104-00 7 inch brake assemblies you'd mentioned.
The hubs include the L44649 inner and outer wheel bearings, the L44610 races (which are pre-installed in the hub bore), the 10-9 grease seal, the dust cap and lug nuts.
The brake assemblies include the mounting hardware and the mud and crud plugs to cover the adjuster holes.
