Can Redarc Tow-Pro Elite RED44FR Be Installed On 2017 Subaru Outback Wagon To Tow Pop-Up Camper?

I am looking to haul a pop-up trailer less than 2K lbs. Will this work for that and what parts do I need to install? I do not have a factory tow package but have the hitch installed and a 4 way connector. Will I need a 7-way connector installed as well? Item # 118290?

If your pop-up trailer has electric trailer brakes then the Redarc Tow-Pro Elite Trailer Brake Controller - 1 to 3 Axles - Proportional # RED44FR you were looking at is a perfect choice for a trailer brake controller, and will work with your 2017 Subaru Outback Wagon.
Since you mentioned you only have a 4-way connector currently installed, you will need to install a 7-way connector, but the # 118290 you were looking at is only confirmed to fit the 2019-2021 Subaru Ascent.
Instead you will need to install the # ETBC7 which will plug in to your 4-way connector and just require a few more connections. You will need to ground the white wire to the frame of your vehicle, run the black wire to the positive terminal of the battery with the included 40 amp circuit breaker, and run the blue wire to where you are going to install the controller.
If your trailer hitch receiver does not have a built in bracket for a 7-way connector, then you will also need the no drill mounting bracket # 18140 if your hitch does NOT have a hidden crosstube, or the Curt # C58000 if your hitch does have a hidden crosstube.
