When you're getting output from the brake controller with the manual lever but not with the brake pedal on a 2008 Chevy truck, there's two typical suspects. First, look in the fuse panel located on the side of the dash that sits up against the driver's side door when it's closed. Check the CHMSL fuse in location 12 and replace it if it's blown.

If the fuse isn't blown, you very likely have a bad stop lamp switch which is a known issue on those trucks. You can confirm this by using a circuit tester like # PTW2993 on the red wire feeding the brake controller while the ignition is on. The tester should light up when the brake pedal is depressed and go off when you release the pedal. If it does not, the stop lamp switch located at the top of the brake pedal is bad. You can get a replacement from your Chevy dealer or your local auto parts store.

I'll also link to a troubleshooting article that should be helpful.
