I reached out to my contact at Ultra-Fab and there are a few things that could be causing the jack to stop when it is underload, and then working again after 30 seconds.
The first thing is it is possible the motor is going bad and drawing more amps to raise and lower which is causing the circuit breaker to trip and reset. This is more often found on older jacks, and you would notice the jack is quite a bit louder when it is raising and lowering compared to when it was new. If this is the case you would need to replace the jack with another one # UF38-944017.
Next is the circuit breaker could have rust on the contacts that is causing it to trip when underload. You can test this by cutting the wires to the circuit breaker and wiring them together as long as your jack has the 30 amp fuse as well. If the jack works correctly after this then the issue is the circuit breaker and you will need to replace it with the # PK54520.
I included a few videos of the products mentioned for you to take a look at.
