I spoke with Fogatti and the steps to troubleshoot your # LSB64FR issue are as follows:

Any error codes? If so we can look through the manual to determine the solution.

What is measured voltage at the water heater? If you're not receiving the required voltage it could allow the control panel to work but not have enough power to run the heater. You'll need 12VDC electrical power.

Where is the unit grounded? If you're not properly grounded this could cause energy spikes that can damage the electrical components on your unit, like the control board, which would lead to your water heater not properly functioning.

Was the plug removed from the heater gas inlet before gas line attached? Your gas line could be capped not allowing gas to come through. You'll need 8-13" WC gas pressure (11"WC pressure preferred).

What is the water flow rate through the heater in GPM? You could be receiving too low water pressure for the heater to properly work. You'll need 14.5-116 PSI water pressure (40-45 PSI preferred).

After several attempts at operation is there “LP gas smell” at exhaust? There could be a gas leak or combustion issue.

If you still have issues after checking all of this then please reach back out so we can diagnose the issue further.
